To apply for Philea membership, Applicant must meet the following requirements:

•  Applicant must comply with the minimum requirements for registering an industrial estate project with the Board of Investments (BOI), Philippine Economic Zone Authority (PEZA), and the Housing and Land Use Regulatory Board (HLURB);

•  Applicant must present a copy of its environmental compliance certificate (ECC) from the department of environment and natural resources as proof that its development plan is environmentally friendly;

•  Applicant's industrial estate project MUST BE APPROVED BY EITHER THE PEZA BOARD OR THE BOI BOARD [, if applied with the PEZA, must have been proclaimed by the President of the Republic of the Philippines as an economic zone pursuant to the PEZA Law];

•  [Applicant must have developed at least 30 percent of its estate project, or at least 15 hectares of the area;]

•  If Applicant intends to sell lots, there must be a License to Sell from the HLURB prior to the filing of application;

•  Applicant must submit a list of its officers, directors and stockholders. The Association may require the submission of other pertinent documents to determine the reputation and business standing of the persons behind the corporation.

Full compliance with the foregoing requirements entitles Applicant to a REGULAR membership status.

In case of any deficiency, however, the Board may approve the membership of Applicant as an ASSOCIATE member, subject to an undertaking that the deficiency shall be complied with and the missing documents submitted to the membership committee within one (1) year from receipt of approval of application, unless otherwise extended by the Board on meritorious grounds.

Applicant, to be qualified as an associate member must also, at least, submit a notice of approval of its project from the BOI and/or PEZA, or proof to this effect.

Application and approval fee is waived. Applicant shall then pay a semi-annual fee of P18,000.00, representing the monthly dues of P3,000.00. Should there be a need to conduct an ocular inspection of Applicant's project, all expenses related thereto shall be shouldered by Applicant.
